In September 2014, the ten ministries and commissions jointly issued the “Guiding Opinions on Promoting the Transformation and Upgrade of the Automobile Maintenance Industry and Improving the Service Quality (Draft for Comment)” (hereinafter referred to as the “Guidance Opinion”), which is considered to be “10 ministries and commissions to jointly manage the automotive aftermarket. The strong measures of monopoly have been of great interest to the auto repair industry since the launch of the “Guidance Opinion (Draft for Comment)”, which has been involved in breaking the monopoly of maintenance parts channels and establishing a car maintenance technology information disclosure system. "Guidance Opinion" is a weapon to break the monopoly

The current government urgently needs to break the monopoly to make the entire automobile service industry develop healthily and orderly. For example, the original factory parts in mature market countries only account for about 30% of the total parts sales, but the proportion in China is as high as 70%-80%, because consumers who do not know the truth are more willing to choose the original products.

Before the domestic talk about the original factory parts, deputy factory parts, this is the name misleading, in fact, the uniform name of these accessories should be called the same quality accessories, because the two are the same quality.

Wei Tongwei introduced that once the same quality accessories are used, the repair claims can be made, and the premiums can be set to different grades. “It’s a premium of 10,000 yuan to the 4S shop, or is it willing to spend more than 6,000 pieces of the same quality of the independent maintenance company. All the owners are free to choose. The open market is more eager to allow consumers to choose freely.”

“Although there may be some obstacles in terms of policy, because the joint venture factory of the OEM has not really acted yet, but through the market, the government promotes it through administrative means. It is expected that the market should be fully open within one to two years. Two years." Wei Tongwei said.

The Guiding Opinion respects intellectual property rights

The most controversial issue in the "Guiding Opinions" is undoubtedly the elimination of the monopoly of repair parts channels, and the establishment of a vehicle maintenance technology information disclosure system. In this regard, many OEMs and large parts suppliers have raised doubts, saying that auto parts contain a lot of intellectual property rights and trade secrets, which will damage the business value of the company once it is disclosed.

In this regard, Wei Tongwei said that the "Guidance Opinion" will definitely not harm the enterprise, and it is definitely not a disrespect for intellectual property rights. Wei Tongwei revealed that during the "Guidance Opinions" draft for comment, he had joined five ministries and commissions to visit the EU, one of which was to study the EU Remission Regulations.

"We have made specific provisions on intellectual property protection in Sections 5-6 of this "Guidance Opinion"." Wei Tongwei said, "At the same time, we will not force the opinions to various vehicles at once. Enterprises and parts companies are also gradually promoted."

"Guidance Opinion" requires the removal of the monopoly of repair parts channels. Wei Tongwei said in an interview with the China Automotive Consulting Center. "This is to encourage the free flow of auto repair parts. Encourage original parts manufacturers to provide original parts to the auto aftermarket. And independent after-sales accessories with their own brands, trademarks or logos; encourage authorized repair companies to resell and provide original parts to unauthorized repair companies.

After breaking the monopoly of the repair parts channel, the original parts will be more freely circulated. In particular, the unified auto-distribution code will make the price of the product and its many information more transparent. This is also paving the way for the upcoming "Car Anti-Monopoly Guide." According to Wei Tongwei, the current "Automobile Anti-Monopoly Guide" is in the process of being elaborated, and will be released as early as the end of this year.

Promote the development of auto parts e-commerce

The "Guidance Opinions" proposes that "it is necessary to establish a traceability system for auto repair parts, a supply channel for transparent parts, and traceability and traceability of auto repair parts. National maintenance companies of Class II and above should give priority to the use of traceable parts when repairing vehicles. The implementation of the technical standards for the classification and coding rules of auto repair parts, and the national standard for the "Consultation Draft for Auto Parts and Labels" will be launched soon.
