On September 6th, a seminar on the development of the China Power Environmental Protection Technology Innovation and Development Forum and the desulfurization and denitrification technology development seminar held in Beijing had evolved into an international conference. The global flue gas desulphurization giants almost fully appeared and took a leading role. Obviously, in the face of a tempting Chinese market, who can not stand it?
As one of the organizers of the conference, the world’s largest market, Dai Guoqiang, deputy director of the High-Tech Development and Industrialization Department of the Ministry of Science and Technology, admitted that at present, China’s task of controlling sulfur dioxide emissions is very arduous. The National Eleventh Five-Year Plan outlines that by 2010, the total discharge of major pollutants in the country will be reduced by 10% from the end of the “10th Five-Year Plan” period. Corresponding reductions in total sulfur dioxide emissions by more than 10% will be required.
As we all know, China's energy structure is dominated by coal. During the "10th Five-Year Plan" period, China's commercial coal consumption increased by nearly one billion tons in five years, and coal combustion is the main cause of air pollution. Coal-fired power plants are also the main source of sulfur dioxide emissions. On August 17th, the “Annual Bulletin of the Total Discharge of Major Pollutants in the First Half of 2006” issued jointly by the State Environmental Protection Administration, the National Bureau of Statistics, and the National Development and Reform Commission showed that in the first half of 2006, the total amount of sulfur dioxide emissions in China was 12.724 million tons, which was the same Increased 4.2%. This huge number has shocked the world and put pressure on the Chinese government. Wang Zhixuan, director of the Department of Industry Development and Environmental Resources of China Electricity Council, said with a smile that at present, the United States is China's only comparable target in the comparison of various coal-fired power plant data.
If the emission reduction targets identified in the “Eleventh Five-Year Plan” “Outline” are to be completed, in addition to the newly-installed coal-fired generating units that are required to install flue gas desulphurization facilities as required, the existing generating units must also install about 130 million kilowatts of installed flue gas desulphurization. Facilities, which create a huge market space for the development of the flue gas desulfurization industry. Zhao Penggao, Director of the Department of Environmental Protection under the National Development and Reform Commission’s Division of Environmental Protection, is even optimistic that at the end of the “Eleventh Five-Year Plan” period, the flue gas desulfurization facilities actually installed in China may exceed the targets set by the “Outline”. In any case, China will become the world's largest market for flue gas desulfurization.
Rapid development of industries Objectively speaking, in recent years, China's industrialization of flue gas desulphurization has made significant progress. By the end of 2005, the capacity of flue gas desulphurization units completed and put into operation in China rose from 5 million kilowatts at the end of 2000 to 53 million kilowatts, accounting for about 14% of the installed capacity of thermal power plants, of which 40,000 kilowatts and above have 44 million kilowatts, and are under construction. The capacity of the flue gas desulfurization unit exceeds 100 million kilowatts.
Zhao Penggao believes that China's flue gas desulphurization industry already possesses desulphurization engineering design, equipment manufacturing and total contracting capacity that each year bears an installed capacity of nearly 100 million kilowatts, and presents six major characteristics:
First, various flue gas desulfurization technologies have been fully developed in China. At present, there are limestone-gypsum wet method, flue gas circulating fluidized bed, seawater desulphurization method, desulphurization and dust removal integration, semi-dry method, rotary spray drying method, flue gas moistening activation method in the tail of the calcium spraying furnace, active coke adsorption. More than 10 kinds of flue gas desulphurization technology such as France and electron beam method are applied in China. Among them, the limestone-gypsum wet flue gas desulfurization technology is the mainstream process technology in China. According to statistics, limestone-gypsum wet technology accounts for more than 90% of the power plant flue gas desulphurization process technologies that have been put into operation, under construction, and have been contracted.
Second, the localization rate of desulfurization equipment in China has reached more than 90%. The key equipment in the limestone-gypsum wet flue gas desulfurization process, such as slurry circulating pump, vacuum belt dehydrator, booster fan, gas-gas heat exchanger, flue gas damper, etc., has domestically possessed R&D, production and processing capabilities. From the perspective of equipment procurement costs, the localization rate of limestone-gypsum wet desulfurization technology equipment and materials reached about 90%, and the localization rate of some flue gas desulfurization projects exceeded 95%. The localization rate of equipment of other technologies is more than 90%.
Third, China has already possessed its own intellectual property rights in mainstream technologies for flue gas desulfurization. At present, China has possessed the mainstream technology of flue gas desulphurization with independent intellectual property rights of 300,000 kilowatt-class thermal power units.
Fourth, the total contracting capacity of China's flue gas desulfurization project has basically been able to meet the needs of domestic flue gas desulphurization projects. According to a special survey conducted by the China Electric Power Enterprise Association, by the end of 2005, China had a certain technology, capital, and personnel strength, and there were nearly 50 companies that had 100,000 MW or more unit flue gas desulfurization project general contracting performance; among them, contractual capacity There are 17 companies with more than 2 million kilowatts installed capacity and 7 companies with more than 10 million kilowatts installed capacity.
