III. Main Tasks of Industrial Adjustment and Revitalization

(I) Maintain the stable operation of the industry.

In the next three years, it will stop approving coal chemical projects such as coke and calcium carbide that simply increase production capacity. In principle, no new coal chemical pilot projects will be arranged, focusing on existing coal-to-oil, coal-to-olefin, coal-to-dimethyl ether, and coal-based systems. Five types of demonstration projects, such as methane gas and coal-to-ethylene glycol, explore new ways for the efficient, clean conversion of coal and the diversified development of petrochemical feedstocks.

The nitrogen fertilizer industry focuses on the promotion of technologies such as closed-loop wastewater recycling. The phosphate fertilizer industry focuses on technologies such as waste heat recovery from sulfuric acid production. Promote technological transformation of enterprises, carry out upgrades and expansions of oil products in refinery enterprises, change and expand energy saving and consumption reduction of ethylene plants, adjust raw material route and dynamic structure of nitrogen fertilizer enterprises, optimize resource allocation for phosphate fertilizer companies, and produce high-efficiency, low-toxicity, low-residue products and pesticides for pesticide companies. (7) Accelerate the elimination of backward production capacity.

For the chemical fertilizer industry, the pressure is small, production capacity is replaced, production technology is outdated, pollution is severe, and resource utilization is unreasonable. Accelerate the elimination of outdated production capacity of calcium carbide, methanol and other products, and increase the level of pollution prevention and industrial development.

(8) Strengthen ecological environmental protection.

The petrochemical industry is an industry with large resource consumption and high waste emission. The responsibility for ecological environmental protection and safe production is significant. It is necessary to strengthen industrial supervision and promote the coordination of industrial development with the planning of the main functional areas of the country. Strengthen investigation and planning of environmental capacity and guide the rational distribution and clean development of the petrochemical industry. Industry associations should actively cooperate with functional departments to strengthen the monitoring and management of industrial operations. Production enterprises must strictly abide by the laws and regulations of the country, earnestly perform ecological environmental protection and safe production responsibilities, and further enhance emergency response capabilities. Focus on strengthening supervision and guidance of industrial development in sensitive areas such as rivers, lakes and densely populated areas. To shut down enterprises that do not comply with the requirements for environmental protection and safety production, the existing enterprises must be up and running. (X) Strengthen the resource support capabilities.

We will increase the exploration and development of domestic petroleum resources, stabilize the domestic supply of petrochemical industrial raw materials, explore oil and potassium, and promote the exploration of potassium-bearing brines and marine potassium mineral resources in Qinghai and Xinjiang. We will strengthen the recovery of sulfur in the development and utilization of oil, natural gas, non-ferrous metals, and coal resources, and enhance our resource support capabilities.
