Reporter: During the "Twelfth Five-Year Plan" period, what specific goals are there for the development of China's railway construction?

Sheng Guangzu: The development goal of the 12th Five-Year Plan of the railway is that the total scale of the new railway line will be controlled at 30,000 kilometers, and the national railway operation mileage will increase from the current 91,000 kilometers to 120,000 kilometers by the end of the “Twelfth Five-Year Plan”.

Among them, about 45,000 km of express railways and about 50,000 km of railways in the western region, and the double-line rate and the electrification rate have reached 50% and 60% respectively. According to this scale, the infrastructure investment will be 2.8 trillion yuan during the “12th Five-Year Plan” period.

Compared with the “Eleventh Five-Year Plan”, the new line of railway production went up by 87.5%, and the construction investment increased by 41.4%. Sheng Guangzu: At present, the broad masses of the people have many expectations for railway transportation, requiring railways to operate different grades of trains, set reasonable stations, and give passengers a variety of fare choices. We must earnestly listen to these opinions and aim at meeting the needs of economic and social development and the people's travel needs as much as possible. We must formulate construction plans, organize trains, provide convenient conditions for passengers, and introduce appropriate fares so that the general public can enjoy railway development. Bring benefits.

When the national railway operation plan is adjusted on July 1st this year, we will implement a hybrid operation mode and rationally arrange passenger car deployment plans at different levels and at different speeds according to the principle of reasonable structure and speed matching.

Specifically, it is arranged according to three modes: First, on the high-speed railway with a speed of 300 kilometers per hour, both EMU trains with a speed of 300 kilometers per hour and 200-250 kilometers per hour are operated. It will not only open direct trains, but also have a section of parking, add more ride points, provide two kinds of fare choices, and fully take into account the needs of the broad masses of people along the high-speed rail.

The second is to run 200-250 km/h EMU trains and 120-160 km/h so-called ordinary buses at the same time on 200-250 km/h lines, and implement EMUs and ordinary passenger bus fares.

The third is to open regular passenger cars and cargo trains on the 200km/h line and not only meet the needs of the people in the mountainous areas and the central and western regions, but also take care of freight transportation and improve freight capacity.

It should be noted that a train with a speed of 300 kilometers per hour on a line with a design speed of 350 kilometers per hour has greater safety and redundancy, and at the same time, it also makes the fare more in line with market rules.

The Beijing-Shanghai high-speed rail will operate two speed grade trains at speeds of 300 and 250 kilometers per hour. Two types of fare reporters will be implemented : This new mode of transport organization with mixed operations and passenger and cargo will be a major change in the operation and management of China's railways. Sheng Guangzu: The high-speed, rapid, general-speed three different speed grades and three mixed-mode trains that we design will form a new period of China's railway rapid passenger transport network and its supporting transport organization model.

For example, the Beijing-Shanghai high-speed rail, which will be operational at the end of June this year, will accommodate two different types of trains at speeds of 300 and 250 km/h in order to meet the different needs of passengers. There are three modes: direct access from Shanghai, direct access between provincial cities, and staggered parking along the station.

At the same time, after the Beijing-Shanghai high-speed rail was put into operation, the existing Beijing-Shanghai line still retained 135 pairs of general-purpose passenger cars, and 58 pairs of general-purpose passenger cars were still reserved in the highest-density areas.

By the end of June, the Beijing-Shanghai high-speed rail will be the first to implement online ticket sales. By the end of this year, the national railway will fully push for Internet ticket sales.

Sheng Guangzu: As a service industry, the railway is constantly improving passenger and cargo transportation services, improving service levels, and satisfying the common people. From June 1 this year, all EMU trains in the country will implement a real-name system for ticket purchase.
