A coating standard, “Restriction of Hazardous Substances in Solvent-Based Wood Coatings for Interior Decorating Materials”, won the first prize for the 2007 National Standard Innovation Contribution at the beginning of this year and became the only standard in the chemical industry that won this award. What is the significance of winning this standard for the coatings industry? What impacts and impacts have been brought? Creating a Source of Control for Solvents Solvent-based wood coatings have been the mainstream of furniture coatings and contain 50% organic solvents. These solvents will eventually volatilize into the atmosphere, causing serious pollution. In addition, there are pollution of synthetic resin residue harmful compounds, pollution caused by the use of heavy metal pigments, and contamination of harmful additives. These pollutions cause damage to the ecological environment, pose a threat to human health and are not conducive to the long-term development of the paint industry.
Previously, the domestic paint industry has never set limits on the amount of hazardous substances in paints. China National Chemical Construction Corporation Changzhou Paint and Chemical Research Institute took the lead in organizing the completion of the mandatory national standard GB 18581 "Restriction of harmful substances in solvent-borne wood coatings for interior decoration materials" in 2001 and released it at the end of 2001.
At the review meeting organized by the National Standards Committee, the experts gave a review conclusion: The standard has a high degree of innovation, has Chinese characteristics, and has a promising market application, reaching the international advanced level. The formulation of the standard embodies the concept of controlling the source of harmful substances in building materials. It has created a precedent in the coatings industry, and the main indicators and test methods have reached the international advanced level.
Initiate innovation in the industry Zhao Ling told reporters that after the implementation of the standard, the first time it imposed a mandatory limit on harmful substances in the paint, it caused great repercussions in the paint industry and even the whole society, bringing unprecedented impact to the paint industry.
The effect of the implementation of the standard is mainly reflected in: it really caused the paint industry to pay attention to the harmfulness of volatile organic compounds (VOC), the understanding and control of VOC from the academic concern to the product quality in essence, reduce VOC has become the focus of industry technical innovation And development trends; emphasis on raw material quality and finished product quality control, such as benzene content in xylene control, to replace toluene, xylene and other solvents with lower toxicity. In 2001, the curing agent free toluene diisocyanate (TDI) content of most small and medium-sized enterprises did not meet the requirement of a limited quantity, with an average of 3% to 4%. However, most of them can meet the standard limit requirements.
The implementation of this standard has led the development direction of environmental protection in the coatings industry. The invention patents for reducing VOCs in coatings and free TDI and benzene-free products have increased substantially. Since 2002, the number of related patents has reached 29, which has caused the industry to attach great importance to the research and development of environmentally friendly coatings. For example, there are hundreds of related patents for waterborne coatings.
The standard also promoted the adjustment of the industry structure. It was optimized from decentralization to concentration, and increased the company's enthusiasm for investing in the research and development of various environmentally friendly coatings. It also promoted low-pollution coatings such as powder coatings, solvent-free coatings, waterborne coatings, and high-solid coatings. Development has produced tremendous resource conservation and environmental benefits. The new standard has become the basis for social supervision and industry self-regulation, laying the foundation for the paint industry and related industries to formulate other product standards.
Market supervision has been legally available for a few years since the implementation of the standard. The General Administration of Quality Supervision, Inspection and Quarantine, the State Administration for Industry and Commerce, and local quality supervision departments have carried out random inspections of solvent-based wood coating organizations in accordance with this standard each year. The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) also issued a document requiring all local technical supervision departments to take paint as an important part of cracking the special building materials, and increased the enforcement of paint products in accordance with this standard. In addition, the National Certification and Accreditation Regulatory Commission has also implemented mandatory product certification (3C certification) for companies producing solvent-based wood coatings across the country starting May 1, 2004.
Judging from the results of spot checks released by the State in recent years, the content of various harmful substances in solvent-based wood coatings has been greatly reduced, and the quality of products has generally improved. This shows that the implementation of this standard is of far-reaching significance in regulating the corporate management and coatings market, protecting human health and the atmospheric environment, and promoting the technological progress and healthy development of the coatings industry.
